To reproduce:

• Create an assignment indicating a passed open and due activities so it is marked as overdue but allowing submissions after the due time
• Enable timed limited submissions, for example, 30 minutes
• As student, open the assignment and click on Add submission
• The time left says: 00:00:00 and the user sees a message indicating: You can edit your submission and submit it after the time limit has expired, but it will be marked as late.

I understand this is or a bug or maybe a very confusing UI and messaging
