Ensure that user tours resize and reposition accordingly when page zoom is changed

      1. Login as admin.
      2. Create a course if necessary.
      3. Navigate to created course's homepage.
      4. Reset the tour display for the Course home page if necessary. (Clicking on the question mark icon in the footer).
      5. Verify that the tour will be displayed normally.
      6. Set the browser's zoom to 200%.
      7. Verify that the tour will be re-rendered and resized accordingly.
      8. Verify that you can read all the content of the tour step, possibly with vertical scrolling, but without having to scroll horizontally.
      9. Repeat the test from steps 6-9 with the browser's zoom set to 400% in step 6.

    Description

      We still need to make sure that user tours resize and reposition accordingly when the page zoom is changed.

      From the recent tests of our user tour fixes (MDL-74822):

      When I tested resizing, the modal started floating to the right until it disappeared off the screen, creating a horizontal scroll; however, I could not scroll across to see the user tour after I increased the page zoom. Possibly the CSS positioning keeps the modal in the same position outside the page, regardless of scrolling.

      Unfortunately, this means we cannot confirm a fix for 1.4.4 (Resize) and 1.4.10 (Reflow).
