Links within form help popovers are not keyboard accessible

Links in the form help popovers are not accessible when navigating the form using a keyboard or a screen reader.

Steps to reproduce:

• As a teacher, go to an activity module and edit the settings
• Go to "Activity completion" setting and bring up the help text
• Notice that the "More help" link can not be reached using a keyboard
