The "More help" link in the activity completion setting help popover is opening in the same tab.

Steps to reproduce:

• As a teacher, go to an activity module and edit the settings
• Go to "Activity completion" setting and bring up the help text

WCAG recommendation

Whilst the general recommendation is for links to open in the same tab or window, there are exceptions for when opening the link in the same would disrupt the user workflow. As clicking on the link will cause users to lose the changes made to the form, the current WCAG guidelines recommend that links within form hep text open in a new tab.
