Legacy tiny editor is broken after MDL-72461

      1. As admin go to Site administration > Text editors > Manage editors
      2. Enable "TinyMCE HTML editor (legacy)" and move it up to it becomes the default editor.
      3. Go to any page that has editors, for example course editing page.
      4. Verify the editor is displayed correctly.

      Discovered by Mio while testing MDL-77140, the editor css is broken... inspecting the console looks like there are few 404 related to css file not found.
