Event monitor is missing all core subsystem events

      1. Log in as admin
      2. Navigate to Reports > Event monitoring rules in site administration
      3. (Enable event monitoring if currently disabled)
      4. Press Add new rule
        • Enter a Rule name
      5. Open Area to monitor select element
      6. Confirm presence of "core_customfield"
      7. Select "core_customfield"
      8. Confirm the Event select element now contains only "Custom field" related events
      9. Select Custom field created
      10. Press Save changes
      11. Confirm new rule is listed on the Event monitoring rules page

      This is exactly the same problem as that described in MDL-72498 - namely that the plugin only looks in one location for "core" events, meaning it misses every core subsystem (e.g. customfield, h5p, reportbuilder)

      Found while integrating MDL-77009

      I've also created MDL-77260 to improve the selection of components, because it's currently extremely hard to know what you're looking at/for
