Make TinyMCE the default editor for existing installs

      1. Install an older version of Moodle that has Atto as the default editor 

        mdk create -i -t -v 401 -e pgsql -n moodletestupgrade

      2. Log into the freshly installed Moodle as Admin.
      3. Go to Site admin -> plugins -> Text editors -> Manage editors
      4. CONFIRM Atto is the default editor (in the top-most position).
      5. Checkout the master branch 

        git checkout master

      6. Upgrade the site via the web or CLI. e.g. 

        php admin/cli/upgrade.php --non-interactive --allow-unstable   

      7. Navigate back to Site admin -> plugins -> Text editors -> Manage editors
      8. CONFIRM that TinyMCE is the default editor (in the top-most position).

      In 4.2, we made TinyMCE the default editor for new installations of Moodle.

      From Moodle 4.4, we should make TinyMCE the default editor, even for existing installs.
