Multiple instances across Moodle exist where the dropdowns are being overlapped by their parent contaner.

Example: The table wrapper overlaps the menu when attempting to open an action menu for a given discussion in a forum.

      Steps to replicate:

      1. Create a course.
      2. Create a forum activity in the course
      3. Create a discussion in the forum.
      4. In the discussions table on the forum home page, click on the action dropdown menu for the created discussion
        • The dropdown menu is not fully visible and overlapped by the table layout.

Seems like the overflow:auto attribute on the wrapper element causes this problem.
