Currently there is no constraint to how many ad-hoc tasks can be queued when creating rooms, adding users, removing users, etc. It is possible that in some courses with many students, cron will be clogged up with quite a few ad-hoc tasks. We need to build in some efficiency by grouping the users and/or tasks into chunks.
