This follows on from MDL-76204. MDL-72752, MDL-70329. Continuing the work to implement the plan originally set out here: https://docs.moodle.org/dev/Question_bank_improvements_for_Moodle_4.0#Technical_overview_of_the_plans (those are links into key posts in a long quiz forum thread).
We don't know exactly what will make it into 4.3, but this is our aspiriation at the current time.
