RTL display in Manage course categories and courses

In RTL, the languages checkbox of courses displays over the category actions menu.

1. Create courses in category, for example in: Miscellaneous
2. Create category named "new cat" that has 2 sub-categories
3. Go to page: Manage course categories and courses
4. In RTL lang- in example hebrew
   1. View courses on cat "Miscellaneous" (wwwroot.course/management.php?categoryid=1)
   2. Press on "actions menu" of "new cat"
   3. Make sure that checkbox of courses from "cat1" are above action menu
