As admin set your default editor to "Plain text area"

As admin create a course C

Complete the mandatory fields

In the summary field of course C choose "Markdown format".

Click on "Save and display".

Now go the the Settings page of the course again.

What you see in the Summary field in "HTML format" and what you should see is Markdown format.

When creating or editing a course the format of the summary field always get set to HTML format.
