Editor format select element does not have a label

      1. Log in as any user
      2. Open the user menu. Select Preferences
      3. Set "Editor preferences" to "Plain text area" and save your changes.
      4. Edit your profile
      5. Inspect the select element below the "Description" text area using your browser dev tools.
      6. Confirm that it is labelled as "Description format"
