Remove phantom gradereport plugin created by MDL-76147

      1. Check out a version prior to MDL-76147, e.g. the prior weekly: 

        $ git checkout 794f107e88232256ebdc948c8f4382b1cdea27c0

      2. Install site
      3. Check out the latest weekly release after MDL-76147 and before this patch 

        $ git checkout f7a8df253b0ff3fc8ad73135b645d4e9317b06cb

      4. Run upgrade
      5. Log in as admin
      6. Navigate to Plugins > Plugins overview in site administration
      7. Note the presence of grade_gradereport_grader plugin (Missing from disk)
      8. Check out the master branch with this patch applied 

        git checkout master

      9. Run upgrade
      10. Navigate back to Plugins overview
      11. Confirm that grade_gradereport_grader is no longer present

      The arguments passed in the plugin savepoint call: https://github.com/moodle/moodle/commit/ca60efb89f73b6b15976d3efab2042c4d1527813#diff-f03c88d58fdd6348c7550bcaef30673be6743554837b610c957418dd6c264a85R62 from MDL-76147 end up create a plugin entry for a non-existing plugin (grade_gradereport_grader):

      We should fix the original code, and cleanup the plugin entry
