In our Moodle installation (4.1.2+ - Build: 20230328), we just found out that regular users don't get any email when attempting to recovery their password.

1. SMTP is set up correctly (all other emails are working for all users)
2. The procedure works fine for the admin user.
3. Installed languages: english and italian
4. This issue occurs with both languages

I edited the emailresetconfirmation text in the english language pack removing the {a->admin} reference. Not only this has solved the issue when using the english language, but it works also when italian is the selected language (despite the fact that the {a->admin} variable is still in the italian language pack emailresetconfirmation entry).
