Checkbox should only appear when applicable group membership visibility options are selected

      1. Log in as admin
      2. Create a course
      3. Navigate to Groups page
      4. Press Create group
      5. Change Group membership visibility to "Only see own membership"
      6. Confirm that the Show group in dropdown menu for activities in group mode and Group messaging fields are hidden
      7. Change Group membership visibility to "Hidden"
      8. Confirm both subsequent fields are still hidden
      9. Change Group membership visibility to "Visible to everyone"
      10. Confirm both subsequent fields are now visible
      11. Change Group membership visibility to "Only visible to members"
      12. Confirm both subsequent fields are still visible

      As mentioned in a comment in MDL-68093, it's confusing having the checkbox ticked while being non-editable.

      Although the help popup mentions that the setting is only applicable if group membership is visible to everyone or only visible to group members, the UI would be easier to understand if the checkbox only appears when 'Visible to everyone' or 'Only visible to group members' is selected.
