Question Bank synchronizes between courses after second import

      Do not import a Course twice!

      Export the Question Bank and Quiz into a file and import it.

      Steps to reproduce:

      1. Login as Administrator
      2. Create Course A and Course B
      3. Create a Quiz Q1 in Course A
      4. Add any Question to the Quiz Q1 in Course A
      5. Go to "Course reuse" in Course B
        1. Course selection: Select Course A
        2. Initial settings: Select everything except "Include content bank content"
        3. Schema settings: Select only Q1
        4. Continue and Import
      6. Repeat Step 5
      7. Go to Course A into Quiz Q1 and make any changes to a Question
      8. Go to Course B into the second imported Quiz Q1 and realize that the Question is the same as in Course A
      9. Modify the Question in Course B in the second imported Quiz Q1
      10. Go to Course A into the Quiz Q1 and realize that it's synced with the second imported Quiz Q1 in Course B

      Questions in Course A are synchronizes with Questions in Course B after doing a Course Import containing a Quiz with a Question Bank 2 times or more.

      After 1 Course Import the Questions aren't synchronized yet.
