Site Registration: Course Dates

      The easiest way to test this is with a new site install, where the site has not been registered

      1. Log into the newly installed site as an admin
      2. Access the Administration menu, this should trigger the site registration screen to be displayed. (if it doesn't navigate to: Site Administration > general > registration
      3. Expand the "More information" section of the registration screen
      4. You should see: "Number of courses without an end date set (0)"
      5. Click "skip" at the bottom left of the form, do not register the site.
      6. Create 2 new courses:
        1. One with an end date set
        2. One without an end date set (uncheck the "enable" check box)
      7. Navigate back to the registration form: Site Administration > general > registration
      8. Expand the "More information" section of the registration screen
      9. You should see: "Number of courses without an end date set (1)"

      Moodle 4.2 added a count of how many courses there are without start and end dates. See MDL-77306

      However, (recent versions of) Moodle all courses have a start date, it is only the end date that is optional. The current functionality will always return zero for course count as all courses (apart from site) have enforced start dates.

      We still want to capture the usage of the end date feature for product improvement.

      This patch fixes the data collection and makes the lang string describing it clearer.
