In the "all submission view" in assignment activity, there is a button for "Edit" to show dropdown options.

The dropdown option was shown inside the list before, but in the latest 4.1, the list is not shown inside the list and need to scroll down to show the whole dropdown.

Steps to reproduce:

1. Create a course.
2. Enrol a student and a teacher, and create an assignment activity.
3. Login as the student and submit a file to the assignment.
4. Login as the teacher and open the assignment activity.
5. Click "View all submissions" button to show the submission list.
6. Click the Edit button, and it shows under the edit button and need to scroll down to see all dropdown menu.
