Various drop downs are cut off by surrounding container

      In at least two places, some drop downs are cut off by their surrounding containers:

      Assignment

      1. Create a course with an assignment and at least one student
      2. Browse to the assignment and click the "View all submissions" button
      3. Scroll to the last student in the list
      4. Click the "Edit" drop down
      5. You should see some of the drop down items are not visible

      Forum

      1. Create a course with a forum
      2. Browse to the forum, add a discussion topic
      3. Back on the main page of the forum, click the hamburger dropdown icon on the right of the discussion you just made
      4. You should see some of the drop down items are not visible

      These appear to be due, at least in part, to MDL-75957. Reverting MDL-75957 seems to fix the assignment completely. The appearance of the forum drop down is also improved, but still seems to have some minor visual issues.
