The Announcements forum is confusing for teachers. They can't delete it, unless they know to go to the course settings and set 'Number of announcements' to 0 - very unintuitive! 

If they delete it and forget about the 'Number of announcements' setting, then decide they want an Announcements forum after all, they don't know how to get it back.

Or, if they delete the Announcements forum then want it back immediately and change 'Number of announcements' to a value more than 0, it isn't recreated if there is an instance in the recycle bin (reported as MDL-75113). This is a consequence of only one Announcements forum being allowed per course.

In addition, a common pain point for teachers new to Moodle is posting in the Announcements forum and not understanding why their students can't reply to their posts. It is not mentioned anywhere in the Announcements forum why students can't post.

These usability issues can be solved by simplifying things as follows:

1. Make the Announcements forum into a forum type.
2. Provide help info about the Announcements forum type.
3. Make the setting 'Number of announcements' into a Latest announcements block setting.
4. Remove the restriction of only one Announcements forum per course.
