Upgrade PHPMailer to 6.8.0

      As per MDL-76908

      1. Setup outgoing email (for simplicity, you can use tools for testing outgoing emails such as Mailcatcher or MailHog).
      2. Create some users
      3. Do some actions that result in sending of emails to the users:
        • Forgot password
        • Forum notifications (use an announcements forum)
        • Messaging
      4. Confirm emails are received by the intended recipients
