Log in as admin. Navigate to Site administration ► Development ► Third party libraries. Verify that jQuery is listed with a version number of 3.7.1. Navigate to http://[your.local.moodle.site]/lib/tests/other/jquerypage.php . Verify that the page works and there are no errors in the JavaScript console. Navigate to Site administration ▶︎ Development ▶︎ Template library (which uses jquery) and select any of the templates. Verify that the templates are being properly displayed and there are no errors in the JavaScript console.
