Set show file extension default to true in mod_resource

      1. Create a new Moodle site and log in as admin
      2. Go to Site administration > Plugins > File
      3. Confirm 'Show type' setting is checked and its default value is 'Yes'
      4. Create a course
      5. Create a new File activity
      6. Confirm 'Show type' setting in the 'Appearance' section is checked by default
      7. Go to Site administration > Plugins > File
      8. Disable 'Show type' setting and Save changes
      9. Go to the course and create a new File activity
      10. Confirm 'Show type' setting  in the 'Appearance' section is unchecked by default

      During the last user testings, the UX team identifies that most users prefer the file extension to be shown in the course page by default and only hide when the teacher really wants to.

      This issue is to change the default value of this setting.
