Convert "Show question text" filter to a column display option

      The option to show question text in the question bank is currently implemented as a filter, as it was previously included as part of the filter UI. This doesn't really make sense, as it does not function as a filter. It would be better if this was included in the "add columns" list (once implemented in MDL-74054).
