Media: Allow Vimeo do not track option

      1. Log into Moodle as an admin
      2. Navigate to Site administration > plugins > manage media players
      3. Click 'eye' icon to enable 'Vimeo'
      4. Click 'settings' for 'Vimeo'
      5. Check ' Enable do not track Vimeo links'
      6. Click 'save changes'
      7. Create a new course (OR restore the attached backup and skip to step xx)
      8. Add a new 'text and media area' resource
      9. Add a Vimeo video link to the content, e.g. https://vimeo.com/226053498
      10. Click 'Save and return to course'
      11. Once the course page has loaded open the web browser network and web tools
      12. Start The video playing
      13. In the network traffic detail (you may need to reload the page) confirm there are no calls to fresnel.vimeocdn.com with payloads like: player-stats?beacon=1&session-id=dacdc112c74a948688067e30a088f28e23b836551687657597
      14. Inspect the iframe that contains the embeded video and confirm the "src" URL has the "dnt=1" param present

      Vimeo has the option to set a "Do not track" parameter when requesting videos. Setting this parameter to "true" will block the player from tracking any session data, including all cookies and analytics

      This issue will add this as an option enabled via admin setting. It will help users embedding Vimeo videos to be more GDPR compliant.
