Hi,
At our institution have considered that a good option for configuring accessibility settings would be at a user level.
So, the user could see something like the attached snapshot (for Moodle 4.1).
This new section could provide some basic settings, for every user, like:
1. Color contrast options
2. Font size options
3. Put quiz type icon before every quiz question, for instance. This will help to people using window readers to inform the user the kind of question, beforehand. This way, only users who need it, will have it on the web, reducing complexity to the rest of the users while navigating.
4. etcetera
Any user could set up any single setting to the best option to their needs. After saving the settings, these configuration will be applicable to every Moodle page.
By default, the accessibility settings will have the values as Moodle provides now the web rendering.
