Change process for users to access their custom reports (currently via user menu)

      On a customer 4.1.3 site I noticed that a user that has access to a report doesn't have the Workplace launcher to acces the report.

      There is however customusermenuitems: reports,core_reportbuilder|/reportbuilder/index.php. If you use this, every user has a link to custom reports. That means that users who do not have access to any report still see that link. The link will guide them to an empty and useless page. For my users I'd rather have useful parts only. If you buy a car and drive it, you probably want to see the options you have. You don't want to see an airco button that doesn't do anything, because you don't have an airco. You just don't want a button there.

      Workplace has a workaround. You can create a custom page with the report. This however is a lot more clicks.

      My suggestion is that a report link will appear in de header (next to my courses) if a user has access to at least one report.
