Rescale overridden grades element is missing in edit grade category modal

      Seems an oversight - validation has that check, but form itself doesn't have that element. Its is required in some flow - I think category need to have overridden grades or smth. In that case form won't be saved and user won't see error message

      You will not be able to save modal since validation won't pass
