The aim of this issue is to provide an option for teachers to configure whether a preconfigured tool (system and course) should appear in the activity chooser.

Acceptance criteria:

1. A teacher can set if a tool should show or not show in the activity chooser.
2. When a teacher adds a tool to the course, it is set by default to show in the activity chooser.
3. A site tool with tool configuration usage ‘Show in activity chooser' is set by default to show in the activity chooser for every course on the site.
4. A site tool with tool configuration usage ‘Show as preconfigured tool' is set by default to not show in the activity chooser for any course on the site.
5. A teacher can change a site tool from not show to show (and vice versa) in the activity chooser and the change is only reflected in the course they are in.
