This related to MDL-76534 which has been closed.

Instructor has permission to add badges but the 'Badges' menu item is not displayed in the secondary 'More' menu.

The theme is switched to Classic at which point the instructor can see the Badges option and create a badge.

Once the badge has been created switch the theme back to Boost, now the 'Badges' menu item does appear.
