- In a question bank, go to import, under "File format" select "Aiken format" and under "Import questions from file" add the attached 'Chapter 2 Quiz Answer Key.txt' file and try to import by clicking the "Import" button.
- Verify a warning "The file you selected does not use UTF-8 character encoding. Aiken format files must use UTF-8." is shown.

Steps to reproduce:
- Create a text file of multiple choice questions/answers in Aiken format with an answer that has a special character (i.e. á)
- Import the file into the question bank of a course
- Edit the question in the UI
- See that the question was imported but has no answers
Given that the question_statistics cron task fails on multiple choice questions with no answers, and that it is not possible to create or edit a multiple choice question in the UI with no answers, the importing of questions in Aiken format with special characters that cause the answer to not be imported should also error and not import the question.
