Forum report subplugin type language strings missing

      As was reported/fixed recently in MDL-79236 & MDL-78946 for other subplugin types, the same problem is evident for the forumreport_.* subplugins on the plugin overview screen

      To help prevent similar in the future, I've also proposed MDL-79266 to stop masking/hiding these errors so they can be identified and fixed quicker
