The idea is to add something like event/email/message redirection in PHPUnit but for hooks.

This is necessary if we want to test core hooks without any observers, see test for core\hook\navigation\primary_extend at https://github.com/skodak/moodle/blob/MDL-79338/lib/tests/hook/navigation/primary_extend_test.php

has to be done after

MDL-79336 add core\hook\stoppable_trait
