everybody is allowed to create new discussions in the news forum

      Description

      I don't know whether this is a bug or a change request. In any case I think it is uncomfortable.

      When creating a new course the news forum ist treated like any other forum. Hence everybody is allowed to create new posts. In 1.6 this was allowed to teachers only!
      Of course I can change this by "Roles-Override-mod/forum:startdiscussion forbid" for the participants.
      But I have to do this manually for every new course (and maybe even for old ones?)

      It would be nice if this setting would be done automatically for the news-forum .
