Edit link in the availability template uses default browser focus indicator

      Setup

      1. Log in as administrator
      2. Create a course
      3. Click on Edit section in any section action menu
      4. Add any restriction access (future date for example)
      5. Go back to the course home page.
      6. Create a new activity
      7. Click on Edit settings in the activity action menu
      8. Add any restriction access (future date for example)
      9. Go back to the course home page.

      Test (using Chrome browser)

      1. Turn editing on.
      2. Press tab to highlight the Edit settings link in the section restrictions area.
      3. Confirm that it now has a blue outline.
      4. Press tab to highlight the Edit settings link in the activity restrictions area.
      5. Confirm that it now has a blue outline.

    Description

      The "Edit settings" link in the "core_courseformat/local/content/availability" template uses the default browser focus indicator. This can become an issue if a user uses a browser that has a focus indicator that does not meet the WCAG Level AA Success Criterion 2.4.7 Focus Visible. We need to use the standard focus indicator that we use in Moodle to avoid this issue.
