Found the problem in coursematerial folder but error occures also in filepicker

1. Add a label to a course
2. Upload an image to the label with a filename that includes a semicolon e.g.  test;image.jpeg
3. Save the label
4. Now edit the label again and select "Manage files" in the Editor.
5. You will see an error "error/filereferenceproblem"
6. Similar Problem in material "folder" when a foldername includes semicolon

Maybe a problem with "file_prepare_draft_area-function"???
