Langconfig.php should not contain translatable strings

      The file should contain crucial language configuration parameters, not translations. Especially with the latest decision to maintain langconfig centrally and not have it maintained by translators, this becomes problematic.

      The time intervals (MDL-74810) don't belong in there, since they are very language specific (wording, order, orientation, ...).. Langconfig trippled in size because of this commit and they can't and therefore will not be translated.

      So, if langconfig should stay centrally maintained, all non settings strings (like the time intervals) should move out and more thought should go to introducing new settings.
