Create a course C1

Add a Feedback activity F1

In F1, "Edit questions"

Click on Add question and add:

A label L1

A Numeric Answer N1

A multiple choice question MC1

Short answer S1

Captcha

Click on S1 drag handle and drag it over L1

Confirm that S1 appears before L1

Confirm "Save Changed" toast notification appears at the top of the page

Reload the page

Confirm that S1 still appears before L1

Do the same with N1, MC1 and captcha.

Discovered while testing ~~MDLQA-18217~~

Test:
1- As teacher, create a new feedback activity,
2- Create a few questions.
3- Change the order of the questions using drag and drop
4- Reload the page.
Issue 1: The new order is not retained.
Issue 2: If you open browser console an error is display when the teacher is moving the questions
