Discovered by meowmiomew while testing MDLQA-18012.
After restoring the attached Moodle 1.9 backup the assignment activities haven't been restored.
This is a regression as it was working fine on Moodle 4.1, see screenshot:
From 4.2 onwards the assignments are not restored:
To reproduce, simply restore the attached moodle backup as a new course.
