1. Enable New Window and In-pop-up display options for the URL resource from Site Administration.
2. Create a URL resource.
3. Add a URL and select either of these display options, then save and display.
4. Enter the URL resource.
5. Click on the link provided from within the resource.

Expected result:

• The URL will open either in a new browser window or tab, or in a pop-up, depending on what was selected. 

Actual result:

• The URL opens in the same window.

Note that, when opened from the course and not the resource, the link works as intended.
