Atto block scrolling ability on mobile

      With the Atto editor, there is no possibility or reduced possibility to scroll the page. Additionally, I tested it on Moodle Sandbox Demo and Android 14 with Chrome 117.0.5938.153. TinyMCE doesn't have this problem. Moodle 4.2.3 is not affected.

      1. Change editor to Atto in user preferences
      2. Open the page with the Atto editor (e.g. create new course)
      3. Try to scroll the page on the mobile device
