TinyMCE's source code editor modal gets covered by course index and block drawers

      To reproduce:

      1. Make sure your editor preference is set to TinyMCE HTML Editor
      2. Log in as an admin
      3. Create a new course
      4. Go to the course homepage
      5. Turn editing on
      6. Expand both course index and block drawers
      7. Edit the course's settings
      8. Make sure the editor for the course description is set to HTML format. If not, set it to HTML format, save the changes and edit the course settings again.
      9. On the course description editor, click View > Source code
      10. Expected: The source code editor modal is in front of the course index and blocks drawers.
      11. Actual: The source code editor modal is behind the course index and blocks modal
