Notifications - SMS notification provider
Add an SMS notification provider so user notifications can be received by SMS (in addition to web and email based delivery).
This will help enable outcomes from research done by the PX team that showed users would like more options to receive notifications on their mobile devices. Also looking at GSMA global mobile economy reports (https://www.gsma.com/mobileeconomy/#trends ) for example the usage of non-smartphone mobile devices in such geographies as Africa and parts of the middle east areas is still prevalent. These areas still have a low(er) adoption of mobile internet usage. Because of this SMS usage is still high.
Also in some parts of the world, including Africa and parts of Asia mobile data is limited but SMS is free (included as part of the mobile service), meaning having SMS notifications will enable students to get information about what is happening in their Moodle without needing to use data.
This is not meant to replace push notifications that are provided as part of the Moodle mobile, but to supplement it.
Admins would need to configure their Moodle instance to be connected to an SMS gateway before users would be able to receive notifications by SMS.
Users would need to have a mobile number in their user profile before being able to receive notifications by SMS
