Expand all/collapse all available in block drawer or as a block

      Our faculty would like faster access to the expand all / collapse all links at the top of the course page. The request was for those links to appear in the block drawer or in a block on the course page. Since blocks don't scroll down with the page content, those links would always be accessible in one of those places, making it easier for faculty than having to scroll all the way back to the top of the page.
