Failed quizzes are read as complete when activity completion is set to pass

      Hi, I'm not sure whether this is an actual bug or an improvement, but it's un-intuitive at the very least.

      Steps

      1. Create a quiz with a single question (doesn't matter which kind)
        1. In the quiz settings, set the "Grade to pass" to 1.00
        2. In the quiz activity completion settings, check "Student must receive a grade to complete this activity" and "Student must receive a passing grade to complete this activity"
      2. Now create a separate Page activity on the course home page
        1. Under "Restrict access," set the restriction that the student must have the quiz marked as complete.
      3. As a test student, take the quiz and answer the question wrong.
      4. The page activity will show up as available, even though the student failed the quiz

      I realize that there is a separate option for "must be completed with a passing grade" in the restrictions, but if passing the quiz is a condition for its completion, it shouldn't be read as complete by other components of Moodle when someone fails.
