Wrong encoding for course name and actions button in Course overview block

      While reviewing MDL-77364, pholden raised this:

      I can see that both fullname and fullnamedisplay properties are being encoded (incorrectly in my view, because they're PARAM_TEXT in the exporter) in the web service response when calling 'core_course_get_enrolled_courses_by_timeline_classification'

      There are other/pre-existing problems with these templates, with inconsistency in encoding - see "Actions" tooltip:
