Brand new web installation has defaulthomepage set to 'My courses' instead of 'Dashboard'

      Test 1

      1. Install Moodle using a web browser
      2. Go to Site admin -> Appearance -> Navigation
      3. CONFIRM that 'defaulthomepage' is set to 'Dashboard'

      Test 2

      1. On an installed site, Go to Site admin -> Appearance -> Navigation
      2. Disable 'enabledashboard'
      3. CONFIRM that 'Dashboard' is not an option in the 'defaulthomepage' selection
      4. Click on the site name in the navigation (takes you to your homepage)
      5. CONFIRM this takes you to 'My courses'

      I just installed a new instance of lms locally and I realized that 'defaulthomepage' is set to 'My courses' instead of  'Dashboard' after installation, even though the default is 'Dashboard'.

      It is a problem with the web installation only, CLI installation sets the correct value for the setting.
