Conduct a technical spike to test the viability of using the javascript Push API with Moodle. 

To see if we can push data from Moodle to users (Instead of relying on users to request everything) using our current Moodle tech stack and what are the Pros and Cons for using the Push API with Moodle.

Also, test the use of the Notification API together with the Push API to deliver notifications to users. Specifically what can be achieved with this api as it relates to notifications within Moodle LMS
