Simplify the course format options by removing Social format

      As a Social format course is almost the same as a Single activity format course of type Forum, how about if we remove Social format?

      As for other plugins removed from standard Moodle, Social format can be added to the Moodle plugins directory for any sites that wish to use it.

      As well as Social format, we should also remove the Social activities block (which can only be added to a social format course).
